[Impact]
With ADM 6300 GPU, there is no external output when plug in a DP monitor after the monitor went to sleep

[Test case]
1. Boot up the system with AMD 6300 GPU and plug DP monitor on the card
2. Unplug the DP cable and wait the monitor sleeps
3. Plug in the DP cable again and it should wake up the monitor correctly and output the screen to the monitor
[Where problems could occur]
The PR3 patch only affects AMD dGPU and should fix AMD BOCO detection logic, and UCSI patch try to set the correct power supply scope which should do no harm to the existing systems.
