Bug Description
Booting on a larger HP EPYC server results in no PCIe devices available.
The kernel thinks that mem regions overlap and eventually ends up in stating no address space available for other things

The machine has ~2TB memory and 255 cpu cores with HT
It works with CentOS so I assume that we're hitting some kind of specific kernel bug
