panel settings not loaded on startup

Bug Description
After upgrading from Xubuntu 13.03 to Xubuntu 13.10, upon startup panel settings not loaded.
In particular, in applications window no title bar is present: to make it appear I always have to go into panel preferences menu.
Once the panel prefecence appear, the title bar shows up, even if a don't touch anything in the panel preference window.
It seems that just opening panel prefecence widow, make setting to be correctly reloaded.
