kernel update 4.15.0-59 breaks mouse scroll

Bug Description

Just updated 16.04 to kernel 4.15.0-59 and scrolling with mouse wheel does not work. Mouse is A4Tech X5-50D connected via USB.

Rebooting system into kernel 4.15.0-58 and scroll works.

the issue persists in 4.15.0-64.73 (18.04.3). Moreover, the mouse cursor hangs after 1-2 seconds of inactivity; only a mouse click unblocks it.

There is no issue in 4.15.0-64.73~16.04.1

4.15.0-65.74 (18.04.3) fixed it for me.
