Unable to boot 5.3.0-23, /dev/sda doesn't exist

Bug Description

As proposed in #ubuntu IRC, I'm opening a bug using an older kernel version.

The kernel 5.3.0-23 fails to boot, showing the following:

There is no output from blkid and using ls /dev shows no /dev/sda.

On this computer no raid, lvm or md were configured, this is a normal desktop install.

Update: this bug only happens with the -lowlatency kernels. The -generic kernels are working correctly.
