Touchpad scrolling is stuck in Natural mode

If I change the touchpad scrolling direction in gnome settings, the usb wireless mouse does change scrolling direction, but the touchpad does not. No matter what I do, it is always in Natural mode, i.e. scrolling moves the content, not the view.

Looking in /proc/bus/input/devices I do not see an entry for TouchPad. Here is the full contents of that file.
