Seems this error is user-caused (at least in my case) since I was able to perform a full in-vm release upgrade and solving this bug/error by:
1. Installing these pacakges: 4.4.0-63- generic --assume-yes 4.4.0-63- generic --assume-yes extra-4. 4.0-63- generic --assume-yes
sudo apt-get install linux-headers-
sudo apt-get install linux-image-
sudo apt-get install linux-image-
2. Removing this directory: rules.d/ 70-persistent- net.rules/ -rf
sudo rm /etc/udev/
3. Only then starting do-release-upgrade
