quotactl02 / quotactl03 from ubuntu_ltp_syscalls failed on KVM kernels

After the quota issue fixed in bug 1797325, these two tests failed with another error:

As quotactl01 passed, we can say the fix for bug 1797325 is working. So it's something else to these 2 tests.
