That pci-id should be known by all components of the stack on 19.04, so it should work with X just fine. If it doesn't, it's likely a bug in the kernel module. You could try with a mainline build of the drm-intel-next branch:

install linux-image-unsigned and linux-modules for amd64, then boot without nomodeset
