WORKAROUND:
Add kernel parameter: i915.enable_psr=0
ORIGINAL DESCRIPTION:
This always happens when the cursor sweeps over a height range (approximately 960px ~ 990px from the top). Even when watching a video, the top of the screen sometimes glitches.

I experience the same bug on Intel 12th gen. Please try adding kernel parameter:
i915.enable_psr=0
which has fixed it for me on a different laptop.
