Having read through the history on this bug I'm a little confused; Newton UCA does not contain any version of libvirt - Newton deployments on Xenial will use the libvirt version shipped in Xenial itself, which I think is the same version that will be used in all gates for OpenStack so I'm not clear on exactly what needs 'fixing' for the Newton UCA.
This is also reflected in the latest set of tests for Newton SRU's which are currently in-flight - I'm not seeing any unexpected test failures from tempest for the proposed packages which include the changes referenced on the stable/newton branch.
Doe the change in behaviour in OpenStack only impact on certain vif types?
