Incorrect timezone selected in gnome clock applet

Bug Description
In gnome clock applet when I add Astana, Kazakstan as a location, it automatically selects "Western Kazakhstan (GMT +5)" timezone. The correct value should be "Eastern Kazakhstan (GMT +6)", same as for Almaty.
This problem persisted through at least three generations of Ubuntu and still present in alpha 10.4.
Would be good if it finally gets resolved.
