Unable to find RPi device on RPi 3B+ with libcec4

Bug Description

I have installed libcec4 and cec-utils on a RPi running Ubuntu 20.04 32-bit and cannot detect the RPi cec device. RPi is not included in the features show when running cec-client. This package does list RPi as a supported device.

Packages installed:
ii cec-utils 4.0.4+dfsg1-4ubuntu3 armhf USB CEC Adaptor communication Library (utility programs)
ii libcec4:armhf 4.0.4+dfsg1-4ubuntu3 armhf USB CEC Adaptor communication Library (shared library)

Output from cec-client -l

it's impossible to control, for example, Kodi with the TV remote
