Bug Description

latexmk fails on basic functionality. According to http://tex.stackexchange.com/questions/222338/latexmk-cd-option-not-working
the author agrees the -cd option does not work on the version supplied by Ubuntu. This was fixed long before the 16.04 release. A newer version should be pushed to the LTS.
