Bug Description
When I double-click on the Language Support icon in System Settings, two identical windows called "Language Support" are launched. The main window for System Settings is still visible and active. This also happens with some other icons in System Settings.

Thanks for your help to improve Ubuntu by reporting these observations! Even if I see the same result, I can't help wondering why you double-click. ;-) The System Settings icons expect you to click once.
The reason why the main window does not disappear is that Language Support, unlike the other System Settings tools, is not 'owned' by the gnome-control- center center package, and it cannot easily be integrated with the main window in the same way. A different solution is planned for Ubuntu 12.04, and I for one don't think it would be worth the effort to change the Oneiric behaviour in this respect.
