@Anthony, thank you for your information, however that is "another issue" in my bug description. Although the translation of gnome-control-center itself is correct we found it locale data is not built into the packages.

When I build gnome-control-center with debuild in my box I can find the locale data included in generated package gnome-control-center-data. But when if it is built by LP then the locale data is missing, so it will always fallback to the ones provided in language-pack-gnome-zh-hans-base.

So there is in fact two issues:
1. locale data are missing from the gnome-control-center packages built by LP (issue or design?)
2. fallback translation in language-pack-gnome-zh-hans-base are not correct.
