some characters are rendered wrong in en_IN

Bug Description
I noticed that the installer selects the locale automatically, based on the timezone. I stay in India - timezone Asia/Calcutta - and the locale automatically selected was en_IN. Due to this certain characters - mostly ' and ` - and not properly rendered in man pages and some command outputs.
Hence, I would request a feature - please make it possible for the user to select the desired locale while installing. IMHO it would be proper to include such an option in the "Expert Settings" part of the installer (i.e. where grub and popcon are configured - i forget the exact name of that mode).

Isn't the real bug that the automatically selected locale doesn't work properly?
What do you mean by "properly rendered"? Note that ' and ` are *not* literal characters in manual pages, as commonly misunderstood; they are rendered as left and right single quotation marks. See groff_char(7) in the groff package.
