"Install Landscape client?" dialog disappears when switching focus

Bug Description
landscape-client 12.04.1-0ubuntu1, gnome-control-
1. Open System Settings.
2. Click "Management Service" (or its replacement if bug 962974 has been fixed).
3. Switch focus to another window.
4. Switch focus back to System Settings.
5. Click "Management Service" or equivalent again.
6. Repeat the previous three steps as often as desired.
What happens:
2. A dialog appears with the title "Install Landscape client?"
4. The dialog has disappeared behind the System Settings window.
5. A duplicate dialog opens.
6. More and more duplicate dialogs open. (I didn't realize that I had six of them open until four hours later, because none of them appeared in the Alt+Tab switcher.)
What's wrong with this:
* Dialogs should be modal to their parent window.
* Exactly the same dialog shouldn't have multiple copies open at once.
What should happen:
2. preferably there is not a separate dialog at all (bug 962980), or
4. the dialog blocks other interaction with the System Settings window.
