Bug Description
Currently Gnome uses Notify OSD for passive application notifications, while KDE uses KDE's default notification applet.
Colibri provides similar passive notifications to Notify OSD, with fading on mouse-over and click-through. This would be much preferable to the current situation for aesthetic reasons and for consistency across Ubuntu variants.

This would probably be dependent on Colibri gaining action support. This was the major dealbreaker the first time around, and caused great distress from both Kubuntu community members as well as upstream KDE.
That being said, if this limitation was remedied, I would totally personally support this move very much. The final decision will be made by the Kubuntu Council, though.
