System -> Preferences -> Keyboard Shortcuts does not remember CTRL+;

Bug Description
I use the following shortcuts to switch to Workspaces:
Switch to workspace 1: CTRL+,
Switch to workspace 2: CTRL+.
Switch to workspace 3: CTRL+;
Whenever I reboot, *only* the third shortcut does not work.
However, it is still shown in the "Keyboard Shortcuts" menu.
I then set to another key and reset to CTRL+; it works until the next reboot.
