Not all header files packed into .deb

Bug Description
Hi,
I'm using dapper and kernel-package in the follwoing version:
ii kernel-package 9.001ubuntu15
For build my custom kernel (2.6.17) packages I used the follwoing syntax:
make-kpkg buildpackage --initrd --rootcmd fakeroot --revision 05 --append-to-version -sun-x4100-x4200
After I installed the kernel-image and kernel-headers I wanted to compile drbd0.7 but the follwoing file is missing:
/lib/modules/
aka
/usr/src/
In the original source-tree located on a different host it's available, so it seems that `make-kpkg kernel_headers` is missing something

Thank you for taking the time to report this bug and helping to make Ubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering is this still an issue for you? Can you try with latest Ubuntu release? Thanks in advance.
