make-kpkg abort and complains about missing debian/changelog

Bug Description

Hi, i'm trying to build linux-5.4 as deb package on Ubuntu 20.04.4 LTS. So i followed this guide:

if i execute "make-kpkg --initrd buildpackage" i'm getting the following error:

make[1]: Leaving directory '/home/alpha/kernel/linux-source-5.4.0'
 dpkg-source -b .
dpkg-source: error: cannot open file linux-source-5.4.0/debian/changelog: No such file or directory
dpkg-buildpackage: error: dpkg-source -b . subprocess returned exit status 255
make: *** [debian/ruleset/targets/common.mk:407: debian/stamp/build/buildpackage] Error 255

I already looked at /usr/share/doc/kernel-package/Problems.gz, but the suggested "make-kpkg clean" doesn't help.

The same steps works with Ubuntu 18.04.6 LTS.
