make-kpkg abort and complains about missing debian/changelog

Bug Description
Hi, i'm trying to build linux-5.4 as deb package on Ubuntu 20.04.4 LTS. So i followed this guide:

if i execute "make-kpkg --initrd buildpackage" i'm getting the following error:

I already looked at /usr/share/
The same steps works with Ubuntu 18.04.6 LTS.
