This seems related to #1723422 for me. Fixing that issue on my system, this problem disappeared.

I have the same bug in Ubuntu 16.04 for a few days now. Might be related to the last update of ubuntu-desktop, but I can't figure out how to downgrade to the previous version. I'm not sure if #1723422 also applies to 16.04, as I don't have the package ubuntu-themes installed.
