VRRP-only operation broken (keepalived --vrrp) in 1.1.17

Bug Description

Binary package hint: keepalived

I've noticed this using a Karmic version (1.1.17-1ubuntu1) backported to Hardy. If you attempt to start Keepalived in VRRP-only mode using the --vrrp/-P parameter, then it will log the following at startup:

Keepalived: Starting Keepalived v1.1.17 (07/31,2009)
Keepalived: VRRP child process already running

...but not actually start any VRRP child process. This problem is without question from the upstream code, as it has been reported on the keepalived mailing lists several times, for instance (there's probably more):

This bug will cause working configurations to break when upgrading from Hardy.
