The SSH/SFTP functionality in KDE3 programs (especially Quanta Plus) is indeed crucial for editing web pages directly on the server. However, I doubt that a KDE4 version of Quanta will be available soon. Therefore, I would strongly suggest to make the KDE3 KIO slaves available on the standard Ubuntu repositories. That would be perfectly good enough until Quanta is ported to KDE4.
