kmail gets wrong encofing from command line parameters

Bug Description

Binary package hint: kdepim

If I try to send email with latin characters in "to" and "cc", kmail accepts it correct:
kmail 'Vasya<email address hidden>' -s 'Message subject' -cc 'Petya<email address hidden>'
In window I see filled fields:
To: Vasya<email address hidden>
Cc: Petya<email address hidden>
Subject: Message subject

But when I try to set sender name with non-latin characters, subject gets normally, but "to" and "cc" - wrong:
kmail 'Vasya<email address hidden>' -s 'Message subject' -cc 'Petya<email address hidden>'
In window I see filled fields:
To: п▓п╟я│я▐ <email address hidden>
Cc: п÷п╣я┌я▐ <email address hidden>
Subject: Заголовок письма

So, subject getted correctly but "to" and "cc" - incorrect.

Locale is en_US.UTF-8:

I try OpenSUSE livecd with KDE 4.5 and on it all works normally, there are no problems.
So i think this bug is kubuntu-related, please fix it.
