Yes, this kmail bug annoyed me too for quite some time.

It was really fixed not before KDE 3.5.3, and thus the fix came too late for Dapper.
You'll need to upgrade to a newer KDE version (3.5.3 or later) to be able to create imap folders with kmail when using dovecot.

This has also been fixed in Edgy (via a newer KDE version). I will thus close this bug as rejected. Thank you.
