kubuntu installer for encrypted LVM doesn't account for keyboard layout variants

Bug Description
During the installation process if a user selects encrypted LVM they are promted for a security passphrase there and then but the gui does not take into account regional keyboard variants until AFTER this passphrase is entered. Because the passphrased is obscured, should the user use a non-standard symbol, they wont realise it is being recorded differently until they try to boot into the system.
For example a user from the UK trying to use the passphrase "ApplesCost£2Each" will actually have used the passphrase "ApplesCost#2Each" because the system (at that point) is using a US layout. Of course, the user then goes on to set the UK layout later in the install process then reboots and finds that the passphrase "ApplesCost£2Each" does not allow the system to boot.
