I can successfully use juju with this maas/armhf installation if I don't pass '--upload-tools' flag to bootstrap.
What I'm doing wrong?

We verified this happens with juju 1.18.3 as well.

I'm pretty sure this is fixed in 1.21-alpha1. Can someone with an ARM machine please test it?
