X is required to build irqbalance

Bug Description
Binary package hint: irqbalance
irqbalance uses gccmakedep to build, which is part of xorg.
Thus, to build irqbalance one must have xutils-dev. To build xutils-dev one must build xorg.
I sincerely hope I am not alone in seeing this as a poor choice of build tools, especially for a package as small as irqbalance.
