This is not a bug in plymouth or iscsitarget, but in insserv which does not appear to properly handle the compatibility init script for upstart jobs. Reassigning.
Have you done something that would cause dependency-based sysvinit boot to be enabled on your system? This is disabled by default on Ubuntu.
