I was in the process of upgrading from LTS 12.04 to 13.10 when the message appeared.

I failed to add, the upgrade was only partially successful. The dropdown list for Applications shows only Accessories > Files. The dropdown list for Places appears to be complete. The ikon links to applications, previously placed on the top bar are all present. The Unity interface did not install.
