indicator-cpufreq does not retain settings after reboot

Bug Description

Upon reboot indicator-cpufreq does not retain it's setting (as it did in 10.10) but rather defaults to high performance which overheats my Toshiba L-300D laptop unless I throttle it back immediately. This is a new install.

Guys consider adding "echo powersave > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor" to your startup scripts.
