Doing an upgrade of an existing 9.10 to development 10.04 for testing.
update-manager -d
The process hangs after failure to upgrade im-switch:
Setting up im-switch (1.19) ...
update-
dpkg: error processing im-switch (--configure):
subprocess installed post-installation script returned error exit status 2
Setting up javascript-common (7) ...
Requires that Update Manager is killed and clean-up of the system is performed. The system is left in a usable state.

I also encountered this bug when upgrading from a working Lucid to Maverick Alpha. It seems nobody has fixed this bug yet.
