package libgempc410 1.0.7-2 failed to install/upgrade

background upgrade process was stuck after trying to update something that needs to restart pcscd .
It needed to be killed and after that was not able to fix it with sudo dpkg --configure -a because of waiting also for pcscd to restart.
There are 3 pcscd processes and killing with pkill pcscd multiple times did not help.

After update/upgrade GUI went on, it also stuck on waiting for pcscd to restart but after killing pcscd multiple times, it managed to finish upgrade, reporting bugs and opening this bug report descriptions.
