Bug Description
Whenever packages are being installed/updated via apt-get random pauses occur during the download of a package with Ubuntu 12.04. When each pause occurs the download resumes (after about 15 seconds) before being randomly paused again. Random pauses occur even when the LAN is not under heavy traffic. Witnessed this problem occuring on all PCs running Ubuntu 12.04.
