Bug Description

The Icon Naming Specification version 0.8.90 calls for an Action icon named "system-reboot". The Humanity theme does not provide this icon.

Instead, the theme provides two similar, but non-standard, icons: one named system-restart-panel, which is in the Actions category; and another icon named "system-restart," which is in the Applications category (and therefore inappropriate for the "reboot" action).

The theme _does_ provide standard action icons for system-lock-screen, system-shutdown and system-log-out, so the omission of system-reboot looks like an error. It could lead to visual inconsistencies and it could push application developers towards using icons incorrectly.
