top-left "window menu" does not provide :active state

Bug Description
Binary package hint: human-theme
Along the top bar of each window, generally there are icon buttons for:
Application menu
Minimise
Maximise
Close
All of these provide visually distinguishable "normal", "hover" and "active" states, but the Application menu (left, top) only provides "normal" and "hover". Consequently, when the user clicks this icon it changes back to the "normal" state.
Ideally, a darkened "active" state should be used when the menu has been clicked and dropped down.
