cannot read hdf files on certain nfs mounts

Bug Description

I am failing to read hdf5 files on a parallel file system with file locks disabled. I am using Ubuntu 17.04, with the standard hdf package (1.10.0-patch1+docs-3). The HDF group already has a patch for this issue https://ftp.hdfgroup.org/HDF5/release/obtainsrc5110.html#patch.
