Open and Save dialogs default to Recently Used

Bug Description
Open and Save dialogs automatically default to 'Recently used'. This is annoying for me because I do not use Recent files lists at all. I would prefer the default of the Home directory being the default folder, or perhaps an option to set the preferred default folder.
