Zoom Level Menu shows empty space if window is docked to top of desktop

Bug Description
If the evince viewer window is docked @ the top of the desktop screen and you click the Zoom Level drop down, the drop down menu has a bunch of empty space at the bottom.
Steps to reproduce:
- In a default Ubuntu install, login and open a PDF
- Move the Evince window down so it is not near the top of the screen
- Click the Zoom Level drop down
Result: All Zoom sizes and options are displayed correctly.
- Now move the Evince window to the top of the screen so that the Title bar is touching the top panel. (see screenshot.png attached for example)
- Click the Zoom Level drop down
Result: Zoom Level drop down pops up, and shows a bunch of empty space under it. It appears that the extra space is equal to the amount of the menu that is "covered" under the top panel bar.
Expected: Instead of popping UNDER the top panel bar, pop the menu up with the top of the menu just under the title bar... i think this would fix the extra space problem?

Compiz fusion is installed, but i have it disabled.
