"Print to File" in internet browsers doesn't save to any of the default displayed folders , file is saved to Home folder

Bug Description
Test case:
open firefox > File > Print
Choose "Print to File"
In the "Save in Folder" dropdown choose Documents, file is saved to Home folder
Repeat except in dropdown choose "Other"
From other menu choose Documents, file is correctly saved to Documents
Same is seen in Chromium
