dual boot: upgrade to 23.10 breaks windows 11 boot. "Digital signature for this file couldn't be verified"

Bug Description

i upgraded ubuntu. then wnated to log into windows. was met with the error and following code : 0xc0000428.
thought it was windows itself so restored windows, reinstalled ubuntu upgraded to 23.10 which made windows unusable again.
