grub initializes keyboards without nmmeric block with numlock enabled

Bug Description

grub initializes keyboards without numeric block with numlock enabled, but without notifying the user (numlock-led disabled). This may lead to not being able to enter passwords.

vice versa does grub initialize keyboards with numeric block with numlock disabled.

In both cases it might be difficult to switch numlock off/on especially on laptop keyboards.

Switching numlock on/off does not turn on numlock-led -- this stays off!
