Bug Description
Binary package hint: grub
GRUB is a critical system component and its executables should reside directly below the "/" hierarchy and not "/usr" as they do currently.
Many people (including me) create separate partitions for /usr etc. and these partitions may not be mounted/mountable during a rescue boot.
Therefore, the grub binaries should reside under /sbin and not depend on anything except programs in /, /bin, /sbin, /etc, /lib, /lib64.
