Kubuntu installer crashes when installing GRUB

Bug Description

The installation seems to me proceeding fine and then crashes when installing GRUB.
Partitions have been created manually outside the installer.

Perhaps this is related: the DPKG database is corrupt, perhaps due to something that happens before the crash.
Mounting the root filesystem in /target and attempting any package operations fails consistently.
Removing the file /var/lib/dpkg/info/adwaita-icon-theme.list (which is a binary file, not text) allows dpkg to work again.
