cannot make call or send sms using telnet localhost 5554

Bug Description
For android developers, it is very common to simulate a call or send a short message via the following command:
$telnet localhost 5554
where 5554 is the port number of the emulator. Once this is connected, a developer can simulator a call using the "gsm" command.
