tpmtool is missing

Bug Description
I install package "gnutls-bin" in ubuntu 17.04 x64. The package is supposed to come with the command "tpmtool" but it does not exist:

I can confirm that the tpmtool binary is missing in this package. I did some research and it looks like it was built without tpm support. There's a request to enable this, but it doesn't seem to have gotten a reply since posted (https:/ /bugs.debian. org/cgi- bin/bugreport. cgi?bug= 790500).
