gnome-screenshot allows multiple instances

Bug Description

Binary package hint: gnome-utils

Multiple instances of gnome-screenshot can be active at a time. This is problematic if the user accidentally holds down the PrintScr key for a moment, as the resulting numerous instances of the program seriously degrade system performance and are annoying to terminate.

Instead, if PrintScr is pressed when gnome-screenshot is already active, either (a) that instance should be moved to the foreground or (b) nothing should happen.

I'm marking this as a duplicate of bug 609893, since that bug was filed first and also has substantially more discussion of this issues, and how best to fix it.
