/usr/bin/services-admin missing from gnome-system-tools

Bug Description

Previously available in the package as it was supposed to be in older versions of Ubuntu, Karmic and Lucid no longer have the useful "services-admin" program included in Ubuntu's version of gnome-system-tools.
